What Is the New Residence Card?
Starting June 14, 2026, the My Number Card and the Residence Card will be combined into a single card that integrates their functions. "Specific Residence Card"Distribution has begun.
Accordingly, standard residence cards are also being updated to the new format.

What changed in the August 19, 2026, update?
According to the Immigration Services Agency, when the new-style Residence Cards and Specific Residence Cards were scanned using the “Residence Card Reader App,” some information initially could not be viewed within the app.

外国人を雇用する企業も注意が必要です
今回の変更は、外国人本人だけでなく、 外国人を採用・雇用する企業にも関係があります。
外国人を採用・雇用する場合、 企業側では在留カードの表面・裏面を確認し、 少なくとも次の事項を確認することが重要です。
- status of residence (in Japan)
- 在留期間・在留期限
- 就労制限の有無
- 資格外活動許可の有無
新様式の在留カードでは、 従来の在留カードと情報の表示方法が異なる部分があります。
そのため、 「カードの表面・裏面に記載されていない＝その情報が存在しない」 と判断しないよう注意が必要です。
在留カードだけで就労可否を判断できるとは限りません
外国人を雇用する際には、 在留カードに記載された在留資格を確認するだけでなく、 実際に担当させる業務が、その在留資格で認められる活動の範囲内であるか を確認することも重要です。
例えば「技術・人文知識・国際業務」の在留資格を持っているからといって、 企業内のあらゆる業務に従事できるわけではありません。
実際の職務内容、本人の学歴・職歴、雇用契約の内容等を踏まえて、 在留資格との適合性を個別に確認する必要があります。
「在留カードが有効であるか」という確認と、 「採用予定の職務をその在留資格で行うことができるか」という確認は、 それぞれ別の観点から確認する必要があります。
外国人を採用する際には、 カードの有効性だけでなく、 実際の業務内容と在留資格の適合性まで確認することが重要です。
偽造在留カード対策としても活用
在留カード等読取アプリケーションでは、 在留カード等のICチップに記録された情報を読み取ることができます。
また、出入国在留管理庁では、 アプリによるカード情報の確認と併せて 「失効情報照会」を利用することを案内しています。
外国人を雇用する企業にとって、 偽造・失効した在留カード等による不法就労を防止することは重要です。 必要に応じて公式アプリや失効情報照会を活用することも、 確認方法の一つとなります。
